Shimla Administration Invokes Essential Services Act, Bans Strike by SEHB Sanitation Workers

Shimla, May 14: Anupam Kashyap, District Magistrate of Shimla, has prohibited any form of strike or agitation by workers of the under the provisions of the Himachal Pradesh Essential Services (Maintenance) Act, 1973.
The order was issued following information received from the regarding an indefinite strike proposed by SEHB Society workers from May 15, 2026.
According to the administration, the SEHB Society has been the sole agency responsible for door-to-door garbage collection, lifting and disposal across Shimla city since 2010. Authorities stated that the proposed strike could lead to complete disruption of waste collection services, accumulation of garbage at multiple locations and serious threats to public health, sanitation and environmental safety, especially during the ongoing summer tourist season.
The District Magistrate noted that sanitation services under Municipal Corporation Shimla fall under essential services and any disruption could severely affect public order and civic life in the hill city.
Exercising powers under Section 4 of the Himachal Pradesh Essential Services (Maintenance) Act, 1973, the administration directed SEHB Society workers not to participate in any strike, disobey lawful orders, abandon duties or remain absent from work without reasonable cause.
The order further warned that any violation would invite legal action under the provisions of the Essential Services Maintenance Act.
The restrictions have come into immediate effect and will remain applicable until further orders.
