Solan Deputy Commissioner Manmohan Sharma Ranked Among India’s Top 25 District Officers

Solan, June 16: Solan Deputy Commissioner Manmohan Sharma has earned a place among India’s Top 25 District Officers in the prestigious ‘Best District Magistrates 2026’ survey conducted by Fame India and Asia Post, bringing pride to both Himachal Pradesh and Solan district.

A 2013-batch Indian Administrative Service (IAS) officer of the Himachal Pradesh cadre, Sharma has been recognized in the survey’s “Duty-Bound Officer” category for his commitment to public service, effective governance and result-oriented administration.

Known for his calm demeanor and people-centric approach, Sharma has held several key administrative positions during his career, including Sub-Divisional Magistrate, Nalagarh; Additional Deputy Commissioner, Sirmaur; Director of Elementary Education; Director of Urban Development; Chief Executive Officer of Shimla Smart City Limited; and Director (Personnel and Finance) at Himachal Pradesh Power Corporation Limited.

As Deputy Commissioner of Solan, he has focused on strengthening law and order, ensuring speedy redressal of public grievances, improving revenue administration and enhancing transparency in governance. Regular public hearings, revenue courts and field inspections have been among the key initiatives undertaken during his tenure.

Sharma has also played an important role in land management reforms, removal of encroachments, protection of government land and streamlining revenue records. He actively monitored compensation, rehabilitation and grievance-related issues linked to the Kalka-Shimla National Highway-5 four-laning project.

His contributions to education include adopting Government Senior Secondary School, Kothon, under the “Apna Vidyalaya: Himachal School Adoption Programme” and supporting improvements in educational and infrastructural facilities.

In disaster management, Sharma’s leadership during the 2023 floods and landslides was widely appreciated. Under the Model Resilient Village initiative, rehabilitation and livelihood restoration efforts were undertaken in Sunani village of Nalagarh.

He has also accelerated the implementation of flagship schemes such as MGNREGA, Swachh Bharat Mission, National Rural Livelihood Mission, Pradhan Mantri Awas Yojana, Chief Minister Housing Scheme and Pradhan Mantri Krishi Sinchayee Yojana. Special emphasis has been placed on women and child welfare programmes, including Mission Vatsalya, Poshan Abhiyaan and women empowerment initiatives.

Under the state government’s anti-drug campaign, Sharma has also intensified efforts against drug abuse in Solan, supporting the vision of a drug-free Himachal Pradesh.

The survey evaluated officers on ten key parameters, including administrative excellence, governance effectiveness, innovation, accountability, decision-making, crisis management, public engagement, sensitivity, communication skills and development-oriented leadership.
