Private Coaching Centres Must Register, Strict Action Against Rule Violations: DC Kangra

Dharamshala, August 7: Deputy Commissioner Kangra Hemraj Bairwa has said that all eligible private coaching centres in the district must register under the Himachal Pradesh Private Coaching Centres (Registration and Regulation) Rules, 2026, warning that strict action will be taken against institutions violating the prescribed norms.

Chairing a meeting of the district-level committee constituted under the new rules, the Deputy Commissioner said the regulations aim to ensure transparency, accountability and a safe, quality learning environment for students.

He said registration is mandatory for all private coaching institutes with 50 or more students. Institutions must submit applications in the prescribed format, and registration certificates will be issued only after they meet the required standards.

Bairwa informed that the registration fee has been fixed at ₹50,000, with the registration remaining valid for three years. Renewal can be obtained by paying a fee of ₹25,000.

He said coaching centres found lacking in compliance will be given time to rectify deficiencies. However, institutions failing to meet the prescribed standards within the stipulated period will not be granted registration and may face closure in accordance with the rules.

The Deputy Commissioner said the regulations have been framed in line with directions of the Supreme Court. He added that instructions have been issued to all Sub-Divisional Magistrates (SDMs) to ensure that every eligible coaching institute is informed about the new rules and completes the registration process within the prescribed timeline.

Under the new regulations, coaching centres must provide adequate classroom space, maintain a safe and hygienic environment, comply with fire safety norms, ensure emergency arrangements and provide counselling facilities to help students deal with mental stress.

Bairwa said the district-level committee will review compliance every quarter, and any violation of the rules will invite strict action.

He appealed to all private coaching institutes in Kangra district to complete their registration on time and comply with the prescribed standards to ensure a safe and quality educational environment for students.
