Himachal Pradesh Electricity Regulatory Commission Issues Tariff Orders for FY 2024-25

The Himachal Pradesh Electricity Regulatory Commission (HPERC) has issued tariff orders for the State Electricity Board for the financial year 2024-25. According to the commission, there has been no increase in electricity rates in the state this year. The state government will bear the additional expenses by providing subsidies. The estimated annual revenue requirement (ARR) for the electricity board for 2024-25 is set at Rs. 811.1 crore. The commission has estimated the average cost for the financial year 2024-25 to be Rs. 6.79 per unit.

In the energy tariff, there will be an increase of approximately one rupee per unit for all categories of consumers for the financial year 2024-25. Small and medium industries will see an increase rate of 75 paise per unit. However, there will be no effective increase for consumers in the state as additional subsidies will be provided to the electricity board. Moreover, there has been no increase in the fixed and demand charges paid by consumers.

New and expanding industries receive energy tariff discounts. The commission believes that the role of industries in the overall development of the state is significant. Considering this, the commission has provided discounts in the energy tariffs for new industries and industries that have sufficiently expanded in recent years. It believes that this will not only aid in the stability of the electricity board in the long term but will also help in the economic development of the state. Therefore, the commission has decided to continue the 15% discount on additional energy consumption over the maximum annual consumption for industries operating in the state for more than three years.

The Himachal Pradesh government has announced that it will provide subsidies to all categories of consumers in the state at the level of the previous year and will mitigate the impact of tariff increases for all consumer categories. No increase in electricity rates will be implemented for any category of consumers in the state due to the subsidies provided by the state.
