JAC Calls Academic Boycott Over Pending CAS Promotions

Shimla, May 6: The Joint Action Committee (JAC), comprising representatives from various universities and colleges across Himachal Pradesh, has announced a statewide boycott of academic activities on May 11 in protest against the non-implementation of pending promotions under the Career Advancement Scheme (CAS).

During a meeting held on Tuesday, members termed the delay in implementing CAS promotions as “unfortunate, anti-education and a violation of teachers’ rights.” Representatives from major higher educational institutions of the state participated in the deliberations.

Among those present were Prof. Janardan Singh, President of JAC from CSK Himachal Pradesh Krishi Vishvavidyalaya, Dr. Sunil from Sardar Patel University, Dr. Pradeep from the Veterinary College of Science, Dr. Praveen Sharma, Dr. Ravindra Singh, Dr. Devesh Thakur, and Prof. Nitin Vyas, President and General Secretary of JAC from Himachal Pradesh University, along with several other faculty members.

The speakers stated that CAS promotions are not merely administrative procedures but recognition of teachers’ academic contributions, research work, experience and qualifications. They maintained that delaying the promotions adversely affects teachers’ morale as well as the overall quality of higher education.

The committee accused the state government of ignoring long-pending demands of teachers and termed the approach as a “deep slumber” towards higher education concerns. Concerns were also raised that continued delays could discourage talented educators and negatively impact the reputation of educational institutions in the state.

JAC members asserted that CAS is linked to the professional and constitutional rights of teachers and warned that if the government failed to take immediate steps, the agitation would be intensified further.

As part of the protest, teachers across universities and colleges in Himachal Pradesh will boycott classes, examinations and other academic activities on May 11.

The committee also announced awareness campaigns, memorandums, dharnas and other democratic means of protest in the coming days to press for the implementation of pending CAS promotions.
