World Bank Fund Mismanagement, Rising Drug Deaths & ‘Mann Ki Baat’: Jairam

Former Chief Minister and Leader of Opposition Jairam Thakur on Saturday raised serious concerns over alleged financial irregularities in the World Bank–funded Shimla water and sewerage project. He said that despite World Bank releasing ₹587 crore for the 24×7 water supply scheme, the executing company has reportedly received only around ₹250 crore. “Where has the remaining money gone? Who is responsible for this negligence?” he asked, accusing the government of pushing a critical project into crisis.
Thakur said the ₹1,825-crore project—approved during the previous government—was designed to ensure round-the-clock drinking water and full sewerage connectivity for Shimla. Delayed fund release, he added, would directly affect project timelines.
He also expressed deep concern over increasing deaths due to drug overdose in Himachal, calling it a “statewide crisis”. Thakur said more than 30 youths have reportedly lost their lives this year alone, private rehab centres are operating without proper medical supervision, and government hospitals lack dedicated de-addiction wards. “The government is busy with events and headlines while families are losing their children,” he said, urging strict action and stronger rehabilitation measures.
Earlier in Sanjauli, Thakur joined party workers to listen to PM Narendra Modi’s ‘Mann Ki Baat’. He said the Prime Minister’s appreciation of India’s women athletes—including those from Himachal who contributed to the Kabaddi World Cup victory—was a proud moment for the state. Thakur highlighted the PM’s emphasis on “Vocal for Local”, saying Make in India remains the foundation for a developed and self-reliant nation.
