Medical Faculty Express Concern Over “Unilateral Decisions” Affecting Healthcare System

Shimla: The State Association of Medical and Dental College Teachers (SAMDCOT) has expressed serious concern over what it termed as a series of “irrational and unilateral decisions” impacting medical faculty and healthcare professionals across the state.
In a press note issued on Wednesday, the association said several key policy decisions had been implemented without consultation with stakeholders, leading to widespread resentment, uncertainty and demoralisation within the healthcare education system.
Among the major concerns raised by SAMDCOT are the curtailment of vacations, reduction in salaries from ₹54,000 to ₹33,000 per month for certain categories, withdrawal of Non-Practicing Allowance (NPA), 4-9-14 scale benefits, PG allowance, and reduction in special leave from 21 days to 8 days. The association also objected to the withdrawal of TA/DA for attending Continuing Medical Education (CME) conferences.
The association further stated that even candidates selected through Public Service Commission interviews are reportedly being made to serve as trainee doctors for two years before regular appointment.
Highlighting administrative issues, SAMDCOT pointed to delays in conducting Departmental Promotion Committees (DPCs) for DME Principals, cadre merger for newly appointed faculty, shifting of Kamla Nehru Hospital (KNH) without adequate infrastructure, and implementation of time-bound designations without corresponding financial benefits.
The association also alleged that previously granted designations of Dental College faculty had been retrospectively reversed, creating further dissatisfaction among teaching staff.
SAMDCOT said such repeated decisions, taken without meaningful dialogue, were promoting favouritism and administrative chaos within the healthcare sector. The association has urged the government to immediately review the decisions and initiate transparent consultations with stakeholders to safeguard institutional integrity and public healthcare services.
