Digital Enumeration in Two Phases

Shimla, April 23, 2026: The Government of Himachal Pradesh has issued an official notification regarding the conduct of the Census 2027, which will be carried out in a digital format in two phases.

As per the notification (page 1), the first phase—House listing and housing census—will be conducted from June 16 to July 15, 2026, including an option for self-enumeration. The second phase, Population Enumeration, is scheduled for February 2027, while snow-bound areas will be covered earlier in September 2026.

The notification highlights that census data serves as a critical foundation for policy planning and governance, covering aspects such as housing conditions, literacy, economic activity, migration, and demographics down to village and ward levels.

According to provisions outlined (pages 2–3), citizens are legally bound to provide accurate information to census officials, while authorities are empowered to access premises and collect data. The document also specifies penalties for non-compliance, including fines and legal action for false information or obstruction of census duties.

Additionally, the notification ensures that census records remain confidential and are not open to public inspection or admissible as evidence in legal proceedings (page 3).

The state government has urged all residents to cooperate fully with census officials to ensure accurate and efficient data collection for national planning and development.
