Himachal Cabinet Clears Infrastructure Push, Job Boost and Digital Court Filing Rules

Shimla, May 05:
The Himachal Pradesh Cabinet, chaired by Chief Minister Thakur Sukhvinder Singh Sukhu, took several key decisions during its meeting held on May 5, 2025:

  1. Regularisation of Workers:
    Part-time Class-IV employees who have completed 7 years of continuous service by 31st March 2025 will be converted to daily wagers.
  2. Departmental Shifts & Infrastructure:
    • Wildlife Wing of the Forest Department to be shifted from Shimla to Dharamshala.
    • CPD KFW Project Office to move into the vacated premises of Conservator of Forests, Dharamshala.
    • Mandi District Jail to be shifted to Nerchowk; existing jail to become an Open Jail for women.
  3. Digital Governance:
    Approval of HP Online Filing and Processing of Court Cases Rules, 2025 under the Revenue Department to enable online application and case processing.
  4. Recruitment & Examination Reforms:
    • HP Rajya Chayan Aayog empowered to fix examination fees.
    • New guidelines approved for recruitment and appointment procedures.
    • A Cabinet Sub-Committee to be formed to review future appointments.
  5. Urban & Regional Planning:
    Development plans to be prepared for:

    • Shri Chintpurni (Una),
    • Sarahan (Shimla),
    • Bhota (Hamirpur), to curb unplanned rural growth and highway commercialisation.
  6. Transport Connectivity:
    • Approval for 350 new stage carriage routes.
    • Private operation of 18-seater tempo travellers on new routes based on demand.
  7. Healthcare & Forensics:
    • 81 posts of Medical Officers sanctioned (68 Casualty MOs + 13 others).
    • Recruitment of 18 FACT & FACT Plus experts for Forensic Services.
    • 11 Subject Matter Specialists for Krishi Vigyan Kendras.
  8. Urban Infrastructure:
    Approval for a commercial complex with two high-rise towers (14 & 17 storeys) in Chotta Shimla, featuring modern amenities and parking facilities.
  9. Water Supply Management:
    Jal Shakti Vibhag designated as the implementing agency for drinking water schemes under the 15th Finance Commission, on behalf of Panchayats.
  10. Land Transfers for National Projects:
  • 21-09 bighas transferred to the Ministry of Health for AIIMS Bilaspur expansion.
  • 52-17-00 bighas to Ministry of Education for Jawahar Navodaya Vidyalaya, Chamba.
  1. Administrative Correction:
    Withdrawal of the previous notification upgrading Nagar Panchayat Sunni to a Municipal Council.
