District-Level Review and Bank Advisory Committee Meeting Held in Hamirpur
Hamirpur, August 18, 2026: Additional Deputy Commissioner (ADC) Abhishek Garg directed banks to ensure timely sanction and disbursement of student loans and other eligible loans, while giving priority to connecting the maximum number of people with various government-backed credit schemes.
Garg chaired the District-Level Review and Bank Advisory Committee meeting at Hamir Bhawan on Tuesday, where the achievements and targets for the first quarter of the current financial year were reviewed.
The ADC said banks should make greater efforts to connect ordinary citizens with different loan schemes. This would not only expand banking business and benefit beneficiaries but also help improve the district’s credit-deposit (CD) ratio.
During the first quarter of the current financial year, loans amounting to ₹335.54 crore were disbursed in Hamirpur, accounting for 18.61 per cent of the annual target of ₹2,062.90 crore. However, the district’s CD ratio remained around 24 per cent, indicating considerable scope for improvement.
Garg directed all banks to organise special outreach camps in the field to connect more people with eligible loan schemes and submit regular reports of these camps to the Lead District Manager (LDM) office. The progress will be reviewed in the next committee meeting and accountability of bank officials will be assessed accordingly.
He stressed that there should be no unnecessary delay in sanctioning loans under the state government’s ambitious Dr. Y.S. Parmar Student Loan Scheme and other subsidy-linked schemes.
The ADC said there is significant potential for credit expansion in agriculture, animal husbandry, MSMEs, self-help groups and other priority sectors in Hamirpur. He also highlighted opportunities in solar power projects, education loans and housing loans and urged banks to take proactive steps in these areas.
Garg said 47,435 farmers in the district have so far been issued Kisan Credit Cards (KCC), while 51,559 farmers are receiving benefits under the PM-KISAN Samman Nidhi scheme. He directed banks to prioritise the issuance of KCCs to eligible farmers who have not yet been covered, enabling them to access institutional credit more easily.
The meeting also reviewed various schemes and programmes, including the National Rural Livelihoods Mission (NRLM), National Urban Livelihoods Mission (NULM), PM SVANidhi, PMEGP, SC/ST Corporation schemes, health insurance schemes, Pradhan Mantri Jeevan Jyoti Bima Yojana, Atal Pension Yojana and other social security initiatives.
Lead District Manager Dharmendra Syal presented a detailed report on the progress of various schemes. RBI Shimla office LDO Tarun Chaudhary briefed the participants on relevant banking guidelines, while PNB RSETI Director Ajay Katna and NABARD DDM Naresh Kumar shared updates on the achievements of their respective institutions.
The meeting also highlighted that people between 18 and 50 years of age can avail themselves of free skill-development training through RSETI, providing an opportunity for eligible residents to acquire vocational skills and pursue self-employment.
