HP Cabinet Decisions

The State Cabinet, in its meeting chaired by Chief Minister Thakur Sukhvinder Singh Sukhu, approved the engagement of 4090 para-workers, including Para Pump Operators, Para Fitters and Multipurpose Workers, in the Jal Shakti Vibhag.
It decided to affiliate 100 more schools with CBSE for which a new Scheme will be prepared. For these Schools, 3900 teaching and 900 non- teaching posts were also approved to be filled up under New Scheme Based Recruitment.
It also approved to conduct LDR (Limited Direct Recruitment) test for left out SMC Teachers (including PGTs and TGTs).
Cabinet gave its nod to fill up the posts of Computer Teachers through LDR from amongst teachers who are already working in Government Schools on outsource basis.
It gave its nod to fill up 500 posts of Assistant Staff Nurses in the Health Department.
It was decided to fill up 320 posts of Assistant Professor (College Cadre) in the Department of Education in backlog quota.
It decided to fill up 172 posts of Multi Task Workers in the Department of PWD.
It gave its nod to fill up 30 posts of radiologists, 13 posts of Clinical psychologists and 6 posts of perfusionists in the Department of Medical education.
It approved the filling up of 27 posts of various categories under the four per cent quota for persons with disabilities, along with 11 posts of Multi-Task Workers.
The cabinet approved the filling up of 24 posts of Medical officers (Specialists/Super specialists) in Dr RPGMC Tanda.
It also approved the filling up of 116 posts of various categories in the Department of Animal Husbandry.
The cabinet approved to fill up 40 posts of Horticulture Extension officers and 5 posts of Senior Assistant in the Department of Horticulture.
It decided to create and fill 26 posts of various categories for the Durgasharanya Kangra International Zoological Park.
It was decided to fill up 10 posts of radiographers for Adarsh Swasthya Sansthan in the Department of Health.
It also decided to fill up 18 posts of Assistant Treasury officers in the Department of Treasuries, Accounts and Lotteries.
It gave its nod to fill up 10 posts of Horticulture Development officers in the Department of Horticulture.
It approved the creation and filling up of 14 posts of various categories in the first phase for the separate Directorate of Recruitment.
The cabinet approved the filling up of 10 posts of Junior Engineer (Civil) in the PWD Department.
It approved to fill up 10 posts of Range forest officers in the Department of Forest.
It approved the creation and filling up of 10 posts for MCH Kullu.
It gave its nod to fill up 10 posts of JOA (IT) for the State Taxes and Excise Department.
It decided to create and fill up 2 posts of Junior registrar and 30 posts of Assistant inspectors in the Department of Cooperation.
The Cabinet approved filling up 13 posts of Election Kanungo in the Department of Elections.
It okayed the creation and filling up of 5 posts of various categories in the Directorate of Forensic Services.
It approved the creation and filling up of seven posts in the Directorate of Treasuries, Accounts and Lotteries.
The Cabinet decided to create three posts of Private Secretaries, one each in the Family Courts at Shimla, Mandi and Kangra at Dharamshala.
It also approved the filling up of one post each of Motor vehicle Inspector and JOA (IT) for the Regional Transport office Dehra in Kangra district.
It sanctioned one post each of JOA (IT) and Multi Task worker at Community Health Centre Kupvi in Shimla District.
It also decided to appoint 29 JOA (IT) on compassionate grounds in the Department of Education.
The Cabinet approved an increase in the monthly honorarium of Anganwadi Workers from Rs. 10,500 to Rs. 11,500 and that of Anganwadi Helpers from Rs. 5,800 to Rs. 6,800.
The Cabinet approved an increase in the annual income ceiling for the appointment of Anganwadi Workers and Helpers from Rs. 50,000 to Rs. 75,000 for widows, destitute and single women.
It decided to fill up two posts of Sub-Editor in the Department of Information and Public relations.
It also decided to enhance the monthly honorarium of Van Mitras from Rs. 10,000 to Rs. 12,000.
The cabinet gave its nod to enhance the assistance under the Milk Incentive Scheme from Rs 3 to Rs 6 per litre benefitting thousands of farmers.
The Cabinet approved a directive requiring government departments to procure their milk and milk product requirements from Milkfed to ensure assured market support for dairy farmers.
It approved additional funding of Rs. 603 crore for the continuation and scaling up of project interventions in the ongoing and adjoining additional Gram Panchayats under the Integrated Development Project for Sustainability and Climate-Resilient Rainfed Agriculture in Solan district.
It also decided to enhance the honorarium of Special Police Officers (SPOs) deployed in border areas by Rs. 500 per month, with effect from 1 April, 2026.
The Cabinet further approved the establishment of two dedicated courts, one each at Kangra and Mandi, exclusively for the trial of cases under the Narcotic Drugs and Psychotropic Substances (NDPS) Act.
It approved an enhancement in financial assistance under the President’s Merits Assistance Scheme for Home Guard Volunteers and their families from Rs. 10,000 to Rs. 25,000 in cases of sudden and unforeseen acute distress, including illness or injury. In the event of death, financial assistance of Rs. 1 lakh will be provided.
It decided to provide a special relief package to disaster-affected families in Boh Valley of Kangra district. Under the package, financial assistance of Rs. 7.50 lakh will be provided to families whose houses have been completely damaged, while Rs. 1 lakh will be given to compensate for the loss of household belongings. The affected families will also receive rental assistance of Rs. 5,000 and free ration for six months.
The package further provides compensation of Rs. 55,000 for the loss of a buffalo, Rs. 15,000 for the loss of a goat or sheep, and Rs. 1 lakh for losses incurred in fisheries. Assistance of Rs. 2,000 per kanal will be provided for crop losses, while Rs. 5,000 will be given for damage to agricultural land.
The Cabinet decided to launch the Mukhyamantri Machhuara Sahayata Yojana to ensure remunerative prices for reservoir fishermen. Under the scheme, a Minimum Support Price (MSP) of Rs. 100 per kg will be offered for reservoir fish. If the fish is sold through auction at a price below Rs. 100 per kg, the State Government will provide a subsidy of up to Rs. 20 per kg.
It decided to enhance the monthly pension for persons with 100 percent disability to Rs. 3,000, with effect from 1 April 2026.
The Cabinet approved the cancellation of the allotment of 33 small hydroelectric power projects, each with an installed capacity of less than 5 MW, due to the lack of seriousness on the part of the developers in pursuing these projects.
It also decided to invite fresh bids for the allotment of 126 MW Chhatru and 205 MW Ropa I & III power projects.
It also approved the opening of a new police post at Koti under police station Dhalli in Shimla district along with creation and filling up of 8 posts of various categories.
The Cabinet approved the opening of a new Jal Shakti Section at Darini in Shahpur Assembly constituency of Kangra district, along with the creation of the requisite posts.
It approved to upgrade PHC Darini (Ridkumar) as CHC in Kangra district along with creation and filling up of requisite posts.
It approved the opening of PHC at Sansal in Kangra district along with creation and filling up of requisite posts.
The Cabinet decided to transfer two parcels of land in favour of the Department of School Education, Government of India, for the construction of Kendriya Vidyalayas at Gokul Nagar in Ghanari tehsil of Una district and Fuftu in Kotkhai tehsil of Shimla district.
It also approved the renaming of the Department of Technical Education, Vocational and Industrial Training as the Department of Technical Education, Skill and Entrepreneurship Development.
The Cabinet approved a policy for the engagement of Assistant Craft Instructors, Assistant Lecturers (Polytechnics) and Junior Professors (Engineering and Pharmacy) in the Department of Technical Education, Vocational and Industrial Training. It also approved to fill up 40 posts of assistant lecturer and 120 posts of Assistant Craft Instructor.
It approved a policy for the engagement of Assistant Forest Guards in the Forest Department, paving the way for filling up 500 posts of Assistant Forest Guards.
It also approved the allotment of nine ecotourism sites for undertaking ecotourism activities.
It also decided to amend HP E-stamping rules 2026 to provide statutory recognition and enable use of digital stamping services.
The cabinet also approved the witness protection scheme.
It also approved the implementation of the Trout Risk Fund Scheme with an outlay of Rs one crore to provide protection to the trout farmers from losses caused by disasters.
It approved the redevelopment of Chotta Shimla Chowk and construction of underpass to facilitate the public.
It also decided to provide 12 days of casual leave in a calendar year for the cook cum helper engaged in government schools under the PM-POSHAN Scheme.
The cabinet gave its nod to rename HP Government Dental College and Hospital Shimla as Rajiv Gandhi Govt. Dental College and Hospital Shimla.
The Cabinet decided to establish a City Centre at the old bus stand in Hamirpur.
The Cabinet also approved the establishment of an Inter-State Bus Terminal at Shitalpur in Baddi, Solan district.
It further approved the construction of an eight-storey multi-level parking facility-cum-toilet complex at Shri Baba Balak Nath Temple, Deotsidh, in Hamirpur district to facilitate the visitors.
The Cabinet decided to accord international status to the State-level Holi Mela at Sujanpur.
It also constituted a sub-committee under the chairmanship of Deputy Chief Minister Mukesh Agnihotri, with Agriculture Minister Chander Kumar and Revenue Minister Jagat Singh Negi as members, to formulate comprehensive guidelines for regulating the transfer of State Government employees to their home districts and within the same district.
The Cabinet approved guidelines for the design, construction and certification of ambulance link roads, formally recognising them as a separate category to facilitate road connectivity to the maximum possible extent.
It decided to amend the provisions governing cash awards for medal-winning Indian teams at international-level sporting events. Under the revised provisions, the cash award may be distributed equally among all eligible sportspersons from Himachal Pradesh who are part of the medal-winning Indian team, with each receiving the same amount prescribed for an individual medal winner. Alternatively, the award may be distributed proportionately, subject to a minimum guaranteed award of 25 per cent of the cash award prescribed for an individual medal winner.
It also approved the creation of posts of District Youth Services and Sports Officers (DYSOs) for international-level medal winners.
It was approved to establish two independent Super Speciality Departments i.e Critical Care Medicine and Surgical Gastroenterology along with the establishment and strengthening of supporting Departments of Blood Transfusion, Anaesthesia and Radiology through creation of requisite posts.
It was decided to establish a Government Nursing College at Pt. JLNGMC Chamba with 60 seats of B.Sc Nursing.
It gave its nod to open PHC at Panjoa in Una district along with creation and filling up of requisite posts.
It approved to extend the period of HPSHIVA project for two years beyond June 2028 upto June 2030.
The Cabinet decided to take over the management of Pir Nigah Temple in Una district.
It also approved the Nutrition Policy 2026.
