The Government of India has prepared a roadmap to make Drug Free India by 2029. Under the guidance of Prime Minister Shri Narendra Modi and leadership of Union Home Minister Shri Amit Shah, the roadmap has defined clear timelines, regular monitoring, measurable outcomes and action plan for next three years.

The roadmap has been prepared under the leadership of Home Minister Shri Amit Shah through extensive consultations. The consultations were held with more than 35 ministries, departments and agencies. Inputs were received from State NCORD (Narco Coordination Centre) meetings and Anti Narcotics Task Force (ANTF) conferences. More than 20 high-level meetings were held with stakeholders. Union Home Minister Shri Amit Shah personally conducted three comprehensive reviews.

Union Home Minister and Minister of Cooperation Shri Amit Shah had launched the roadmap ‘Vision Document 2026-2029’, for a Nasha Mukt Bharat at the 10th Apex level NCORD meeting in New Delhi on 26 June 2026.

To create awareness about the ‘Vision Document 2026-29’, the Press Information Bureau (PIB), Shimla organised ‘Vartalap’, in collaboration with the PIB, Narcotics Control Bureau (NCB) and Ministry of Home Affairs, in Shimla today. The ‘Vartalap’, conducted by the Zonal Director, NCB Chandigarh and Amritsar, Shri Amanjit Singh, the Additional Director General (Media), Ministry of Home Affairs (MHA), Shri Raj Kumar and Assistant Director, PIB Shimla, Shri Sanjeev Sharma. The media persons attending the ‘Vartalap’ were apprised of action, strategy and timelines for achieving Nasha Mukt Bharat 2029.

Prime Minister Shri Narendra Modi has set before the nation the resolve to build a fully developed India by 2047. Bharat will rest not only on a healthy economy, a secure society, modern technology, and strong institutions, but also on a healthy, disciplined, culturally rooted, and drug-free youth force. India is the youngest major nation in the world. Our youth power is India’s greatest strength. Drugs affect health, families, social order, and the security of the nation. Nasha Mukt Bharat 2029, is a key foundation stone for Viksit Bharat 2047.

The Government of India has made the fight against drugs a national security priority. Under the leadership of Home Minister Shri Amit Shah unprecedented success has been achieved from 2019 to July 2026 against Narcotics. 93,33,987 kilograms of narcotic and psychotropic substances were seized having estimated value of Rs.1,53,212 crore. 44,88,576 kilograms of seized NDPS substances having an estimated value of Rs.88,010 crore have been destructed. During the same period illegal properties and assets of Rs.3,992 crore have been frozen or seized. 128 illegal clandestine labs have also been dismantled. More than 16,966 NCORD meetings have been held across all four levels since 2019. Detailed discussions on 539 key cases held in Joint Coordination Committee (JCC). 27 Bilateral Agreements, 19 MoUs and 02 Security Cooperation Agreements have been signed. Direct Interpol contact with 195 countries established through BHARATPOL. More than 3.33 lakh citizens have been engaged through MANAS helpline 1933.

The Nasha Mukt Bharat 2029 Campaign will move forward with a Whole of Government and Whole of Society approach. It will have participation of Central Government, State Governments, Security Agencies, Educational Institutions, Medical Institutions, Families and Society. Destruction of clandestine drug labs, bringing back drug-offenders and fugitives, system integration and achieving measurable national outcomes have been given special focus in the Vision Document.

A three-year roadmap from July 2026 to July 2029 is to create a ‘Drug-Free India’, with the resolve to achieve all targets in a time-bound manner. The roadmap is based on four pillars – Intelligence and operation-based enforcement, Precursor and synthetic drugs control, Demand and harm reduction, and Capacity building and coordination. The operational mantra for these four pillars is Detect, Disrupt and Destroy. Detect: Identify the source, route, peddler, technology, payment channels, and kingpins. Disrupt: Target transit, logistics, precursor supply, darknet networks, hawala, and narco-financing. Destroy: Eliminate drug laboratories, illicit cultivation, cartel assets, leadership, and the entire distribution network. The roadmap have 25 components and more than 200 action points.

The presentation made on the occasion also highlighted the roadmap for the creation of Nasha Mukt Bharat, though, Supply Reduction, Demand Reduction and Harm Reduction. It also highlighted targeting networks, finance and fugitives, to curb the menace, with a Whole-of-Government approach. Strengthening joint striking capability of agencies, from policy to prosecution, has also been given priority in the Vision Document.

The roadmap envisages a network-centric enforcement approach and outlines measures to address challenges related to synthetic drugs and darknet-enabled trafficking. The vision document envisages prevention of drug abuse among youth and more than 5 fold expansion in treatment and rehabilitation capacity by increasing number of Drug de-addiction centres from present 334 to 1751 by March 2029. Special facilities for children and women and a dedicated department in one medical college of every state will be established.

The campaign will move forward as People’s Movement. The target is to reach 50 crore people from current reach of 20 crore people. One lakh ‘Nasha Mukt Bharat Mitras’ will be prepared through NCC, NSS and My Bharat. Schools and Colleges will become the first line of defence against drug abuse. The Ministry of Education, Ministry of Youth and Sports, along with educational institutions, are resolving to make educational institutions drug-free.

The target of Nasha Mukt Bharat 2029 is to be achieved through complete dedication, sustained awareness, Centre-State coordination and firm commitment. The campaign will strengthen resources of states and focus on result based accountability. There will be 100% central sector funding for Anti-Narcotics infrastructure. Every state will have fully equipped ANTF by March 2027. Time bound reporting on drug samples in 30 days. The Ministry of Home Affairs will do outcome based monitoring through quarterly review. Union Home Minister Shri Amit Shah has approved setting up of NCB Zonal Office in Shimla and it will be started very soon.

The ‘Vartalap’ also sought public participation and creation of awareness in society through the media, as an effective information and communication medium.
