Registration Mandatory for Migrant Workers in Shimla District: DC

Shimla, June 1: District Magistrate Anupam Kashyap has made registration mandatory for migrant labourers, street vendors, hawkers and other workers from outside the district residing temporarily in Shimla to strengthen law and order and prevent untoward incidents.
Under the orders issued under Section 163 of the Bharatiya Nagarik Suraksha Sanhita (BNSS), employers, contractors, traders, farmers and house owners must ensure that all migrant workers and tenants are registered with the nearest police station along with their photographs and identity details. Verification of antecedents has also been made compulsory.
The order further states that no outsider can engage in self-employment, informal trade, services or seek employment in the district without informing and registering with the local police station.
The administration has warned that violations by workers, employers or landlords may invite action under Section 223 of the Bharatiya Nyaya Sanhita (BNS). The directions will remain in force till **July 31, 2026**.
The district administration said the move aims to improve monitoring of temporary residents and assist police investigations whenever required.
