University Teachers in Himachal Warn of Statewide Protest Over CAS Promotions

Shimla, March 9: The Joint Action Committee (JAC) of teachers from four state universities in Himachal Pradesh held an online meeting to discuss the long-pending issue of Career Advancement Scheme (CAS) promotions, which have reportedly been stalled due to government restrictions.

The meeting was chaired by JAC President Prof. Janardan, with participation from representatives of Himachal Pradesh University (Shimla), Sardar Patel University (Mandi), CSK Himachal Pradesh Agricultural University (Palampur) and Dr. Y.S. Parmar University of Veterinary and Animal Sciences. Key office bearers present included Vice President Dr. Sunil, General Secretary Prof. Nitin Vyas, and members Dr. Joginder Saklani, Dr. Ankush Bhardwaj, Dr. Ravindra and Dr. Devesh.

During the meeting, teachers strongly criticized the delay in CAS promotions, stating that hundreds of eligible faculty members have been waiting for career advancement for several years, with some assistant professors reportedly eligible since 2016. The committee said CAS, recommended by the University Grants Commission (UGC), is an important mechanism for academic progression based on research, teaching performance and scholarly achievements.

JAC members warned that if the issue is not resolved soon, they will launch a statewide democratic protest across universities, which could include demonstrations, meetings and coordinated agitation. The committee also urged the state government to initiate dialogue with teachers and immediately lift restrictions on CAS promotions.
