Shimla Ward Delimitation Notifications Withdrawn Following High Court Order

Shimla, December 30, 2025:
All previous notifications related to the delimitation of wards in Shimla district have been withdrawn with immediate effect, District Magistrate Anupam Kashyap announced on Tuesday. The decision follows directions issued by the Hon’ble High Court in the case *Devender Singh Negi vs State of Himachal Pradesh & Others*.

According to the notification, delimitation orders issued on May 17 and May 31, 2025, have been cancelled. Additionally, the final notification dated September 16, 2025, concerning three Zila Parishad wards of Development Block Chaupal—issued under a High Court order dated August 25, 2025—has also been annulled.

In compliance with judicial directions, the administration has been instructed to undertake the delimitation of Zila Parishad constituencies afresh, strictly in accordance with the unamended provisions of Rule 9(2) of the Himachal Pradesh Panchayati Raj (Election) Rules.
