Umang Foundation Flags Arbitrary Guidelines for Disabled Candidates

Shimla, Jan 08, 2026: Umang Foundation president Ajay Srivastava has lodged a complaint with the State Disability Commissioner Sumit Khimta, alleging that the Himachal Pradesh State Selection Commission is imposing arbitrary and illegal guidelines on visually impaired and other disabled candidates.

He said the Commission is violating state government guidelines issued on December 16, 2020, particularly in the ongoing TGT examinations starting January 12. The complaint states that visually impaired candidates are being asked to produce unnecessary medical certificates to avail writer facilities, while additional conditions—such as submitting panels of writers well in advance—are being imposed without any basis in official rules.

Srivastava alleged that these last-minute conditions have caused serious hardship, with some candidates unable to download their admit cards. He demanded that only state-approved guidelines be followed in all current and future examinations, and that disabled candidates be provided fair and equal examination support.
