State Food Commission Flags Serious Lapses in Nutrition and Food Supply Systems in Kinnaur

Kinnaur, October 31, 2025:
The four-day review visit of the State Food Commission to Kinnaur concluded today, with the Commission highlighting major discrepancies and operational issues in the implementation of key welfare schemes, including TPDS, ICDS, PM Poshan, and PMMVY.
Chairman Dr. S.P. Katyal chaired a review meeting with the District Administration and directed authorities to ensure uninterrupted ration supply to beneficiaries ahead of the winter season.
During field inspections at ICDS Centres in Thamrang and Dubling and the CDPO Office, Pooh, significant mismatches were found between Monthly Progress Reports (MPR) and Poshan Tracker data. The concerned staff failed to provide satisfactory clarification. The Chairman instructed the District Programme Officer (DPO) to conduct a detailed inquiry and submit a report within 10 days.
The team also noted that the Anganwadi Centre in Talling currently has no children, lactating mothers, or pregnant women in its service area, while in Chiaso only one lactating mother was enrolled. The DPO was directed to ensure accurate reporting and compliance in future.
Inspections of the Mid-Day Meal scheme at Primary School Kalpa-I and Middle School Dakho revealed further irregularities. At Dakho, the cook remained on leave, attendance was not marked for the entire month, and ration had been supplied only up to September 2025 despite meals being served in October. The Coordinator was immediately summoned and asked to submit a full explanation to the Commission.
Fair Price Shops at Gharat, Sangla, Spillo, and Pooh were also inspected along with warehouses at Kalpa and the FCI depot at Powari. The Commission found severe unhygienic conditions at Powari, including rat infestation and rice weevil larvae in food stock. The In-charge was ordered to implement urgent corrective action and strengthen quality control to prevent unsafe grains from reaching the public.
It was also confirmed that essential food consignments for winter-cutoff areas such as Chitkul, Barakhamba, Chhota Khamba, and Kaza have already been dispatched. Additionally, all depot holders have been instructed to display details of Grievance Redressal Officers and maintain complaint registers for public access at all times.
