Shimla Ropeway Tender Under Scanner: Sudhir Sharma Alleges Favouritism Towards Private Firm

Shimla, July 27, 2025 – Former Minister and sitting MLA from Dharamshala, Sudhir Sharma, has raised serious concerns over the upcoming cabinet approval of the Shimla Ropeway Project tender, accusing the state government of planning to favour a particular private company, Vishva Samudra.
Sharma revealed that the ₹1,734 crore ropeway project, funded 80% by the New Development Bank (NDB) and 20% by the Himachal Pradesh Government, is facing irregularities in its bidding process. He claimed that only one company—Vishva Samudra—submitted a ₹4,000 crore bid and has now offered a ₹400 crore discount to ensure cabinet approval, while PSU Bridge and Roof was disqualified on technical grounds.
Calling the process a “major scam in the making”, Sharma alleged that the government is pushing this deal through in the cabinet meeting scheduled between July 28 and 31. He further accused the government of avoiding re-tendering despite the existing Detailed Project Report (DPR) being two years old and grossly overpriced.
Sharma said, “The state government is ready to go ahead with the inflated tender, but is unable to release funds for CU’s FCA. From top to bottom, the system reeks of corruption. This government has lost public trust and no longer deserves to remain in power.”
