Over 40,000 Hatti Students Deprived of Scholarship Amid Legal Delay in ST Status Implementation

Shimla, July 23: Despite receiving Scheduled Tribe status through a constitutional amendment over a year ago, the Hatti community in Himachal Pradesh continues to suffer due to non-implementation of the central law. More than 40,000 students are being denied scholarships and ST-reservation benefits in competitive exams due to the absence of valid certificates.
In a press conference, Hatti Committee leaders from Shimla accused the state government of misinterpreting the central law and delaying its enforcement deliberately. They appealed to the Governor, Prime Minister Narendra Modi, and Home Minister Amit Shah to intervene and ensure that the matter is urgently pursued in court.
The committee asserted that the delay disrespects both Parliament and constitutional provisions. It also questioned why the government could defend its political appointees in court but not support a legally recognized tribal community. The leaders hinted at returning to traditional divine appeals if justice is not delivered soon.
