Meeting for implementation of Plastic Waste management in State held

A meeting was convened under the chairmanship of Director, DEST&CC, DC Rana, IA for implementation Plastic Waste management in the State Of Himachal Pradesh with representatives from Urban Local Bodies, RD Deptt. and HP State Pollution Control Board Officials on 25.07.2023.
As on date total 2,75,000 kg of single Use plastic has been collected by Urban local bodies in the State of Himachal Pradesh under Buy Back Policy which was started in the year 2019.
During the meeting as per the Hon’ble Chief Minister has made an announcement made on 5th June, 2023 the HP PWD Department shall use plastic waste for the construction of roads in each PWD Sub-division (approximately 230 sub divisions) in the State of Himachal Pradesh for its elimination and effective end use. It was informed that as on dated 227 KM of plastic roads has been constructed in the State of Himachal Pradesh and more than 230 KM shall be made as per the announcement of Hon’ble Chief Minster.
The Department of HPPWD & UD Department to set a co-ordination for purchase of plastic waste collected under the Policy @ 35/- per kg. (Shredded plastic) & @ 15/- per kg. (Un-shredded plastic) and use it in road construction.
During the meeting it was decided that there shall be enforcement of complete ban on use of plastic items in the State of Himachal Pradesh in consultation with Plastic manufacturing industries and to form a policy within a year and find alternatives to plastic and encourage plastic industries to seek its substitute.
It was also discussed to implement the Extended Producer Responsibility (EPR) in effective manner in the State of Himachal Pradesh with consultation of Producers, Importers and Brand Owners who are active.
During the meeting it was requested to all officials of Department’s to spread awareness for effective Plastic Waste Management by raising public awareness, promoting alternatives and by issuing directions to all the concerned authorized Officers/Officials in the Department to strictly enforce of ban on use of plastic items in the State of Himachal Pradesh under H.P. Non-Biodegradable Garbage (Control) Act, 1995 and check the violation.
