The Faculty of Legal Sciences at Shoolini University organised a guest lecture on ‘Legislative Processes of the Parliament’. The speaker of the lecture was Dr. Raghav Dash, Joint Secretary Rajya Sabha, Government of India, and Advisor to the Ministry of Education.
The event aimed to provide students, faculty, and attendees with a deeper understanding of the intricate workings of parliamentary systems.
During his lecture, Dr. Dash gave a comprehensive overview of legislative processes and emphasised their pivotal role in democratic governance. He elucidated the fundamental concepts, structures, or and functions that constitute the legislative arm of government.
Dr. Dash discussed the various structures within a parliamentary system, such as the bicameral vs. unicameral models, the roles of the upper and lower houses, and the significance of parliamentary committees in scrutinising legislation.
Dr. Dash also discusses with students the process a bill undergoes before becoming law. He explained the process of introduction, committee scrutiny, debates, voting, and eventual enactment. He further addressed the challenges faced by parliamentary systems, including issues of transparency, accountability, and the potential for legislative gridlock.
Dr. Nandan Sharma, Associate Dean, Faculty of Legal Sciences, said this was part of the knowledge sharing series. He appreciated the guest speaker for touching on the most crucial aspects of constitutional law.
The event concluded with an engaging question-and-answer session, during which attendees had the opportunity to seek clarifications, express opinions, and benefit from Dr. Dash’s extensive expertise.
