Jairam Thakur Accuses CM Sukhu of Failing to Control Bureaucracy, Calls Government “Directionless”

Shimla, November 15: Former Chief Minister and Leader of Opposition Jai Ram Thakur accused the Himachal Pradesh government of losing control over its administration, stating that officers are “running the government on their own terms” while the Chief Minister appears helpless.
In a strong statement issued from Shimla, Thakur said recent comments by the High Court questioning the government’s functioning clearly reflect administrative failure and growing bureaucratic arbitrariness. He alleged that the court’s remarks—suggesting the state government appears to be “running a panchayat, not a state”—highlight a deep governance crisis.
Thakur criticised the government’s outsourcing practices, claiming political favouritism and negligence in the selection of recruitment agencies for temporary posts like Bijli Mitra, Pashu Mitra and Rogi Mitra. He alleged that agencies with no relevant experience were being chosen merely to benefit select individuals.
He said ministers frequently complain publicly about officers not listening to them, proving that governance has collapsed. Even ruling party MLAs, he added, are being ignored.
Thakur said he had earlier warned the Chief Minister that giving unchecked freedom to certain officers would backfire. “Today the Chief Minister cannot appoint a permanent Chief Secretary or DGP. This is not system change; this is system collapse,” he said.
He also attacked the government for repeatedly taking loans while claiming to make Himachal self-reliant. With no major industrial or revenue-generation initiatives visible, he questioned how the state could achieve self-reliance within two years.
