IAS Officers Now Required to Obtain NOC Two Months Prior to Going Abroad for Study Leave

In a recent development, Indian Administrative Service (IAS) officers planning to go abroad for study leave are now required to seek prior approval and obtain a ‘No Objection Certificate’ (NOC) two months in advance. This new regulation has been introduced by the Department of Personnel and Training. The State Personnel Department has issued written orders regarding this matter.

The orders issued by the Chief Secretary of the Personnel Department make it clear that applications received shortly before going on study leave will not be approved. Interested IAS officers must obtain approval two months in advance. Many IAS officers from the state travel abroad for study leave each year. Sometimes, due to the late receipt of applications, formalities related to approval cannot be completed. Therefore, to streamline the process, the central government has introduced this new provision.
