HPUTWA Warns of Agitation Over Pending Teachers’ Issues at HPU

Shimla, March 06 : The Himachal Pradesh University Teachers Welfare Association has announced a decisive struggle against the state government over several long-pending issues concerning university teachers. The association stated that if the legitimate demands of teachers are not addressed promptly by the government and concerned authorities, the teaching community may be compelled to intensify democratic protests to safeguard their rights.

According to the association, several key issues affecting teachers of Himachal Pradesh University have remained unresolved for a long time. These include the pending arrears under the CAS (Career Advancement Scheme) linked to the UGC Pay Scale 2016, payment of the pending 13 percent Dearness Allowance (DA), and construction of two new residential buildings for teachers within the university campus.

HPUTWA President Dr. Nitin Vyas said that teachers continue to make significant contributions in the fields of education and research, yet their financial and infrastructural concerns remain unresolved. He noted that arrears under CAS and the UGC 2016 pay scale are the statutory rights of teachers and the prolonged delay in their release has created disappointment among the academic community.

General Secretary Dr. Ankush Bhardwaj highlighted that the rising cost of living has made the non-payment of the 13 percent DA particularly difficult for teachers. He urged the government to take an early decision and release the pending allowance.

Vice President Dr. Yograj stressed the need for improved residential facilities for teachers. He said that the existing housing infrastructure in the university campus is insufficient and a large number of teachers are currently without accommodation. Construction of two new residential buildings, he added, is essential to provide better living and working conditions for faculty members.

Joint Secretary Dr. Anjali stated that the teachers are merely seeking their legitimate rights and all the demands are lawful and justified. She added that teachers have always remained committed to strengthening higher education in the state and the government should respond positively to their concerns.

The association said that while its objective is not confrontation, it expects constructive dialogue and a positive response from the government and university administration. However, if the demands continue to be ignored, the association will consider launching a phased agitation across the state.

The teachers’ body has appealed to the state government and the university administration to take an early decision on these issues to ensure a stronger academic environment at the university.
