HP University Staff Protest Over Salary Delay, Announce Sit-in Outside VC Office

Shimla, May 3, 2025 – The Himachal Pradesh University Teachers’ Welfare Association today staged a protest rally outside the Vice-Chancellor’s office, expressing anger over yet another delay in the monthly salary of university employees. The protestors pointed out that while government employees across the state receive their salaries on time, HPU staff face persistent delays, causing mental stress and hardship.
Association President Dr. Nitin Vyas blamed the Secretary of Education and the Director of Higher Education for the delay. According to the protestors, the salary file remained unsigned for 10 days at the Secretariat and was also delayed by the Director, who holds DDO powers for the university. As a result, thousands of employees have not been paid their salaries yet.
Dr. Vyas criticized the new system requiring the university’s Finance Officer to approach the government every month for salary grants, likening it to “begging for funds.” He urged the state government to revert to the earlier biannual or quarterly grant system, which ensured smooth salary disbursement.
The protestors announced a sit-in outside the VC office on Monday, declaring that no classes will be conducted until their demands are met. The protest saw participation from both teaching and non-teaching staff, including Dr. Kuldeep Katoch, Dr. Joginder Saklani, Dr. Ankush, Dr. Ram Lal, Dr. Anil, and others.
