HP Govt to release ‘horoscope’ of IPH scheme in three months

Shimla, Apr 3 – Himachal Pradesh Government has informed the state assembly that it would come out with complete detail of IPH tendering process and irrigation schemes.
IPH (Irrigation and Public Health) Minister Mukesh Agnihotri, while replying to a query raised by Sudharshan Babloo in the question hour, said that regarding queries raised about various IPH tenders by the members, he would come out with a complete “horoscope of IPH Schemes”.
He said members could go through this bulky reply laid in the house to know about scheme in their constituencies. Minister said that members need not trouble him to know about various schemes.
Replying to another query raised by Dr. Janak Raj in the question hours Mr. Agnihotri said that out of 166 total posts of draftsman 163 are lying vacant. Targeting previous BJP for affecting IPH works by keeping posts vacant, the Minister said that Jai Ram Thakur may tell properly why these posts were not filled.
“Our government has just completed 100 days in power. We are trying to take up the issue in the council of ministers soon,” the Minister said. He said that Dr. Janak Raj remained the HOD of Indira Gandhi Medical College Shimla. He knew very well why the vacant posts of draftsman were not filled.
Minister said that according to recruitment and promotion rules made for the post of Draftsman in Jal Shakti Vibhag, direct recruitment of draftsmen could not be done. However, the posts of draftsman in the department
are filled by 100 percent promotion after completing 12 years of regular service in the post of Junior draftsman in the department. Minister informed that out of 166 total posts, only three are filled. 163 posts are lying vacant
in the department because at present under recruitment and promotion rules in the department, no employees are junior and not completing regular service of 12 year in the post of Draftsman.
