Himachal Pradesh Launches Rs. 890 Crore Disaster Risk Reduction Program

The Himachal Pradesh Government has initiated the ‘Himachal Pradesh Disaster Risk Reduction and Preparedness Program’ in collaboration with Agence Francaise de Developpement (AFD), a French Development Agency. The program, spanning five years from April 2024, has an allocation of Rs. 890 crore and aims to enhance disaster preparedness and climate resilience.

The initiative focuses on comprehensive disaster and climate risk reduction, including strengthening infrastructure against disasters and improving governance structures. The program emphasizes the urgency of addressing the escalating threat of climate change and the need for proactive measures.

Key components of the plan include enhancing disaster risk governance, establishing early warning systems, and improving emergency response capabilities. Considerable resources will be allocated to eco-Disaster Risk Reduction (eco-DRR) and nature-based solutions. Dedicated funding will be provided to departments aligned with climate change mitigation.

The program envisions the establishment of the State Institute for Disaster Management, strengthening disaster management authorities, and creating emergency operations centers at state and district levels. Climate Change Vulnerability Assessment (CCVA) at the village level, development of early warning systems for various disasters, and initiatives to mitigate forest fires are also part of the plan.

The comprehensive strategies aim to make Himachal more resilient and prepared to face environmental challenges.
