Shimla, November 07, 2025: Deputy Commissioner Shimla, Anupam Kashyap, stressed the importance of accurate and timely registration of births and deaths, calling them essential life events that must be properly documented. He was chairing a meeting of the Inter-Departmental Coordination Committee, which was virtually joined by Block Development Officers and ground-level officials involved in the registration process.
He emphasized that birth and death registration is a key component of the Good Governance Index, and accurate data helps citizens avoid difficulties in accessing services later. Although training has been provided at the grassroots level, delays in reporting persist, which he termed a serious concern. Officials were directed to ensure there are no delays or complaints regarding registration.
Marriage Registration Also Important
The DC urged citizens to register marriages within the stipulated time to avoid lengthy and costly procedures later. He also appealed to people to motivate others to complete marriage registration on time.
It was shared in the meeting that an online Civil Registration System has been in place across hospitals since July 1, 2015, with 569 registration units operational in 2025. Registrations done within 21 days are free of cost, while late fee and documentation requirements increase with delays beyond 21 days, 30 days, and one year.
Family Register-Based Birth Certificates Not Valid
Officials were instructed to issue birth certificates strictly based on official birth registers and in government-approved formats. Institutions causing delays could face a penalty of ₹1,000 per delayed registration.
Areas identified as Zero Reporting Registration Units include 18 panchayats under Shimla Rural, Theog, Chopal, Nerwa, Kotkhai, Tikker, Rampur and Dodra Kwar. They have been directed to clear pending cases and ensure real-time reporting.
Additional Deputy Commissioner Divyanshu Singhal, Chief Medical Officer Dr. Yashpal Ranta and other officials attended the meeting.
