Divyangjan Employees Exempted from Physical Attendance During Disaster Situations in Kullu

Kullu, September 3, 2025 – The District Disaster Management Authority (DDMA) Kullu has issued an order granting exemption to disabled (Divyangjan) employees from mandatory physical attendance during declared disaster situations.
Deputy Commissioner-cum-Chairman DDMA Kullu stated that in view of the ongoing cloudburst-related disasters, mobility and safety of Divyangjan employees are severely affected. As per Section 8 of the Rights of Persons with Disabilities Act, 2016, ensuring the safety of persons with disabilities during emergencies is a statutory duty.
Accordingly, all heads of offices in Kullu district have been authorized to exempt Divyangjan employees from physical attendance wherever orders for closure of schools/educational institutions are issued. Such employees may discharge their duties through work-from-home arrangements wherever feasible.
The directive emphasizes prioritizing the safety and protection of disabled employees during disaster situations while ensuring continuity of official work.
