Faults in Field Staff Records Exposed
Shimla, 4 Dec 2025 — Deputy Commissioner Anupam Kashyap held a special review with patwaris and revenue field staff of the Sunni sub-division, cross-checking registers and files onsite. The DC found numerous marking (nishandehi) cases pending for over a year — in some places for two years — and directed that all outstanding cases be cleared and a compliance report submitted within 10 days.
Key orders from the meeting: patwaris must keep all 12 statutory registers up to date; damage reports must be filed online (non-dated paper reports will not be accepted and may invite suspension); gram sabha attendance by kanungo and patwari is mandatory; and any official found leaving station without permission will face CCS disciplinary action.
The DC also ordered verification of lambardar appointment letters — anyone posing as lambardar without a formal appointment will be prosecuted. Officials were instructed to prioritise land records for the landless, speed up Section-118 mutations, and share daily field inspection entries (roznamcha).
Anupam Kashyap flagged serious gaps in field awareness: patwaris could not provide data on “Children of State” beneficiaries, nor had they recorded routine fallen-tree or damage incidents properly. He urged field staff to support the state’s “Chitta-Free Himachal” campaign by active on-ground reporting and immediate escalation of emergencies.
ADM Protocol, SDM Sunni, DRO and other senior revenue officers attended the meeting. The DC warned that continued negligence would trigger departmental action.
