CPI(M) Demands Removal of Acting Chief Secretary, Seeks FIR in Chester Hill Case

Shimla: The Communist Party of India (Marxist) [CPI(M)] has demanded the तत्काल removal of Acting Chief Secretary Sanjay Gupta and initiation of criminal proceedings against him, alleging misuse of official position in connection with the Chester Hill project in Solan.
In a press statement, the party accused Gupta of violating multiple provisions of law to allegedly extend undue benefits to the company involved in the Chester Hill project. CPI(M) has called for the registration of an FIR and a thorough investigation into the matter.
The party further demanded the गठन of a Special Investigation Team (SIT) to probe illegal land purchases by alleged land and real estate mafias across the state. It also urged strict legal action against any अधिकारी found involved in such activities.
Referring to its earlier press conference held on March 30, 2026, CPI(M) reiterated allegations that Gupta had interfered in legal proceedings related to land transactions in Solan. According to the party, complaints were filed regarding violations of Section 118 of the Himachal Pradesh Tenancy and Land Reforms Act, 1972. An inquiry conducted by the Sub-Divisional Magistrate (SDM), Solan reportedly found that land had been purchased benami and recommended action.
However, CPI(M) alleged that the Acting Chief Secretary issued a letter dated December 6, 2025, to the Deputy Commissioner, Solan, rejecting the SDM’s findings and pressuring authorities to halt legal proceedings—an action the party termed “unauthorized and illegal.”
The statement further claimed that the Additional Secretary (Revenue) has now nullified the said letter and directed action under Section 118, which could result in the government taking possession of the disputed land.
CPI(M) also raised concerns over alleged interference in municipal matters, stating that demolition orders issued by the Municipal Corporation, Solan under relevant provisions of the Himachal Pradesh Municipal Corporation Act, 1994 were stayed through “unauthorized hearings” conducted by the Acting Chief Secretary.
Alleging repeated misuse of authority, the party said such actions clearly indicate attempts to favour private interests. It warned that if the government fails to remove Sanjay Gupta and initiate legal action, CPI(M) will launch a statewide agitation.
