CM fulfills another promise to orphaned children

State grants bonafide Himachali Certificate to orphans

Chief Minister Thakur Sukhvinder Singh Sukhu has fulfilled another promise to orphaned children by enabling them to obtain a Bonafide Himachali Certificate. The state government has approved this decision for orphaned children who have been residing in childcare institutions in Himachal Pradesh for 15 years or more. This decision has been taken keeping in view the challenges these children faced in availing welfare schemes and job opportunities due to the absence of such a provision in existing guidelines.
During his visit to Tutikandi Bal Ashram in Shimla on 30th October, 2024 the Chief Minister became aware of this issue and immediately directed the Deputy Commissioner, Shimla, to assess and propose a resolution. Following a detailed review of the report, the state government approved the issuance of the certificate to orphaned children, ensuring them equal access to state benefits.
Sh. Sukhu has always shown a personal commitment to the welfare of orphaned children. Upon assuming office, he made history by visiting the Tutikandi Bal Ashram instead of heading to the Secretariat, engaging directly with the children. Under his leadership, Himachal Pradesh became the first state in India to legally recognize all 6,000 orphaned children as ‘Children of the State’, securing their education, care, and financial independence through the ‘Mukhyamantri Sukhashray Yojana’.
This scheme provides comprehensive financial and social security, including educational tours across India, monthly financial assistance of Rs. 4,000 as pocket money, Rs. 1,000 per month for children up to 14 years, Rs. 2,500 per month for those aged 15 to 18 years and single women, Rs. 2 lakh financial aid for start-ups and support for housing with 3 biswa land allocation and Rs. 3 lakh construction assistance.
The Chief Minister frequently visits childcare institutions across the state to personally monitor their well-being. The decision to grant Bonafide Himachali Certificates is another step towards securing a better future for orphaned children and ensuring they receive the same rights and opportunities as other citizens of the state.
