Breaking the Chitta Nexus: How Shimla Police Traced an Inter-State Drug Network to Its Kingpin

Bilaspur, Feb 13, 2026: In a significant breakthrough against the growing menace of synthetic drug trafficking, the Shimla district police have dismantled a major interstate supply chain after weeks of parallel investigations across multiple NDPS cases. What began as isolated arrests in Theog, Baluganj, Rampur and Kumarsain soon revealed a larger and more organised network — one that allegedly revolved around a single supplier operating from Punjab.
Investigators strengthened their backward-linkage analysis, examining digital trails, bank transactions and interrogation inputs from arrested accused. A pattern quickly emerged: several drug peddlers across Shimla district were sourcing heroin, locally known as chitta, from a man identified as Vijay alias David. Acting on technical intelligence, a specialised police team travelled to Zirakpur, Punjab, and after more than 24 hours of continuous field operations, arrested the alleged kingpin along with an associate.
According to officials, David is believed to have supplied narcotics to over 70 individuals across Shimla city, Theog, Rohru and Rampur in recent months. Police records also show that he had earlier been arrested in 2023 with a substantial heroin recovery, indicating a recurring role in interstate drug trafficking.
The investigation linked at least five separate NDPS cases — involving small but frequent recoveries of heroin — to a common supply chain. Police say the strategy now focuses not only on arrests but on dismantling the financial and logistical backbone of the network. So far, 15 accused have been taken into custody, and more than 335 grams of heroin trafficking has been traced to the syndicate.
Officials believe this operation marks a shift toward intelligence-driven policing, where analysing digital footprints and financial linkages plays as crucial a role as on-ground enforcement. With further interrogations underway, the Shimla police aim to uncover deeper connections and prevent the spread of narcotics among the region’s youth.
