Bill to provide accommodation to Orphans introduced in Assembly

Shimla, Apr 5 – Himachal Pradesh Government on Wednesday introduced a new legislation in state assembly to establish Sukhashrya and provide accommodation to the children and orphans who attain 18 yrs of age. The new provision would put an additional burden of Rs 272.27 on the state exchequer.
The draft of the bill was cleared in council of minister of Sukhinvder Singh Sukh on Tuesday and was today introduced in the state assembly by the Social Justice and Women empowerment Minister Dr Dhani Ram Shandil in the state assembly on Wednesday. The state Government already constituted a fund of Rs 101 Crore to create the new provisions. Siting the reason and objective of the bill, the Minister said that Children’s are the future of the nation therefore it is mandatory to instill rich moral virtues in the children.
Children should be molded from a young age properly so that they can become productive and responsible citizens of the country. Many children at attaining the age of eighteen years do not have a home or place to live and are forced to beg and to live in the streets. Many children even do not possess resources to pursue higher education.
He said that State of Himachal Pradesh is committed to the welfare of its children. It intends to establish Sukhashraya to provide accommodation to the children and orphans. The State also intends to make provisions for care, protection and self-reliance of the children residing in the Sukhashrayas and this has necessitated to enact the proposed legislation. The bills also proposed to constitute Children Welfare Committee on the state and district level. The bill would be discuss and clear tomorrow on the last day of session. According to government about 6000 childrens who have attained age of 18 and above have not shelter of their owns to live in the state would be facilitated by this move.
