Chamba’s Arti Devi Drives Self-Reliance with Rajiv Gandhi Startup Scheme

Chamba, September 27, 2025 – In the heart of Himachal Pradesh, a remarkable story of empowerment is unfolding. Arti Devi, a resident of Sultanpur Ward in Chamba, has emerged as the only woman beneficiary of the Rajiv Gandhi Self-Employment Startup Scheme in the state. Through the scheme, she purchased an electric taxi (e-taxi) with a government subsidy of ₹6.97 lakh.
Today, her e-taxi is attached to the Pt. Jawaharlal Nehru Government Medical College, Chamba, where it generates a steady monthly income of ₹52,000. For Arti, this initiative has not only ensured financial stability but has also brought dignity and independence. “The e-taxi has become a reliable source of income with low running costs, and it has transformed my life,” she said, extending gratitude to Chief Minister Sukhvinder Singh Sukhu and Deputy CM Mukesh Agnihotri for the scheme.
According to District Employment Officer Arvind Chauhan, the scheme offers 50% subsidy on the cost of e-taxis, along with loans at a concessional interest rate of 7.9% on 40% of the amount, while the beneficiary contributes only 10%. Moreover, the state ensures these taxis are attached to government departments for 4–5 years, guaranteeing an assured monthly income of nearly ₹50,000.
In Chamba district alone, 21 applicants came forward, of which 14 have already purchased e-taxis with a subsidy totaling nearly ₹1 crore. The remaining seven applications are under process. “This is not just a livelihood scheme but a step towards green mobility, women empowerment, and self-reliance,” Chauhan emphasized.
