HPNLU Hosts Screening of Documentary “Nirmool – Rootless Labour” on Migrant Workers’ Rights

Shimla, February 28, 2025 – The Debate, Drama, and Literary Society (DDLS) of Himachal Pradesh National Law University (HPNLU) organized a screening of the documentary “Nirmool – Rootless Labour”, under the guidance of Prof. (Dr.) Priti Saxena. Produced by HPNLU, the documentary provides a deep insight into the struggles of migrant labourers in Shimla, highlighting their exploitation, legal rights, and socio-economic challenges.
The event featured compelling visuals and interviews showcasing the harsh realities faced by migrant workers and the gaps in the legal framework meant to protect them. Dr. Mritunjay, Chairperson of DDLS, emphasized the urgent need to address labour rights and increase legal awareness.
Hon’ble Vice Chancellor, Prof. (Dr.) Priti Saxena, praised the documentary for its impactful narrative and stressed that Article 23 of the Indian Constitution safeguards against forced labour, yet many workers have to rely on Public Interest Litigations (PILs) to seek justice.
Key speakers included:
- Dr. Meenakshi Mahajan (Director, Forensic Services, Himachal Pradesh), who urged students to actively engage with labour laws.
- Prof. (Dr.) S.S. Jaswal (Registrar, HPNLU), who encouraged students to assist migrant workers in securing essential services like ration cards.
- Prof. (Dr.) Chanchal Kr. Singh (Professor of Law, HPNLU), who detailed the Building and Other Construction Workers’ (Regulation of Employment and Conditions of Service) Central Rules, 1998.
The session concluded with a Vote of Thanks by Dr. Aayush Raj, Coordinator, DDLS, appreciating the enthusiastic participation of dignitaries, faculty, and students.
