Rahul Kumar Appointed HRTC MD

Shimla, October 24: The Himachal Pradesh government has ordered the transfer and posting of four IAS officers with immediate effect as part of an administrative reshuffle. The orders were issued by the Governor on the recommendations of the Civil Services Board, according to an official notification dated October 24, 2026.

Under the new arrangements, Dr Yunus (IAS, HP:2010), Secretary (State Taxes and Excise), has been assigned the additional charge of Secretary (General Administration Department, SWD and Parliamentary Affairs). He will take over the additional charge from Ashish Singhmar (IAS, HP:2007).

In another significant appointment, Rahul Kumar (IAS, HP:2016), currently serving as Deputy Commissioner of Bilaspur, has been appointed Managing Director of the Himachal Road Transport Corporation (HRTC), Shimla. He will replace Shivam Pratap Singh (IAS, HP:2017), who was holding the additional charge of the post.

Meanwhile, Nivedita Negi (IAS, HP:2017), Secretary of the Himachal Pradesh Public Service Commission, has been posted as Deputy Commissioner of Lahaul and Spiti, with headquarters at Keylong.

Kiran Bhadana (IAS, HP:2017), who was serving as Deputy Commissioner of Lahaul and Spiti, has been transferred to Bilaspur and appointed its new Deputy Commissioner.

The transfers and postings will take effect immediately, the notification stated.
