Harmony, Coordination and Cooperation Keep the House Functioning Smoothly: Speaker Kuldeep Singh Pathania

Shimla: Around 200 students from Army Public School Dagshai in Solan district, Himachal Pradesh Institute of Legal Studies Shahpur in Kangra district, DAV Public School Kumarsain and DAV Public School Tutu in Shimla district interacted with Himachal Pradesh Vidhan Sabha Speaker Kuldeep Singh Pathania before witnessing the proceedings of the eighth day of the Monsoon Session.

The students met the Speaker at Gate No. 1 of the Council Chamber and asked questions about the functioning of the House, the role of the Speaker, the constitution of the Legislative Assembly and the formation of the Council of Ministers. Speaker Pathania responded to their queries in detail.

Interacting with the students, Pathania explained that India’s parliamentary system is based on a federal structure, with governance organised at both the Union and state levels. At the Centre, Parliament consists of the Rajya Sabha and Lok Sabha, while states have Legislative Assemblies and, in some larger states, Legislative Councils.

Pathania said he was the unanimously elected Speaker of the 14th Himachal Pradesh Legislative Assembly. He explained that the Speaker’s primary responsibility is to conduct the proceedings of the House and maintain its orderly functioning, for which cooperation from both the ruling and opposition sides is essential.

“The House functions through harmony, coordination and the cooperation of its members,” Pathania said, emphasising the importance of mutual cooperation in ensuring smooth legislative proceedings.

Addressing the law students, the Speaker said they would become future advocates and judges and would have an important responsibility towards upholding the country’s democratic system, rule of law and constitutional values.

He recalled the contribution of lawyers and barristers to India’s freedom movement, citing Motilal Nehru, Vithalbhai Patel, Jawaharlal Nehru, Sardar Vallabhbhai Patel and Dr Rajendra Prasad as prominent examples.

Pathania further said the Legislative Assembly has always maintained high traditions and dignity. He recalled the contribution of Vithalbhai Patel, the first elected President of the Central Legislative Assembly, towards establishing parliamentary traditions.

He said the Himachal Pradesh Legislature continues to be recognised across the country for its parliamentary traditions and decorum.
