Panchayati Raj Institutions Fundamental to Rural Development: Manmohan Sharma

Solan, August 31, 2026: Deputy Commissioner Solan Manmohan Sharma said that Panchayati Raj Institutions are the fundamental units of rural development and play a crucial role in implementing welfare schemes and addressing people’s concerns.

He was speaking while presiding over a four-day basic training programme for newly elected Pradhans and Up-Pradhans of 25 Gram Panchayats in Nalagarh Development Block, held at the conference hall of the District Panchayat Officer’s office in Solan.

Congratulating the newly elected representatives, Sharma said the training programme aims to familiarise them with their powers, duties, Panchayat functioning and various development schemes so that they can discharge their responsibilities effectively.

He urged Panchayat representatives to work in close coordination for the development of rural areas and ensure that the benefits of government welfare schemes reach all eligible beneficiaries. He also emphasised strengthening transparency, accountability and public participation at the Panchayat level.

The Deputy Commissioner directed representatives to prioritise people’s work so that development projects and welfare benefits reach residents without unnecessary delay. He also encouraged Panchayats to give due attention to social infrastructure such as libraries, Anganwadi centres and community centres.

Sharma further advised Panchayat representatives to use the powers provided under the Panchayati Raj Act to help resolve minor local disputes at the Panchayat level itself, wherever legally permissible.

During the training, officials and experts from concerned departments provided information on the Himachal Pradesh Panchayati Raj Act, 1994; Himachal Pradesh Panchayati Raj Rules, 1997; Himachal Pradesh Panchayati Raj Finance Rules, 2002; Panchayati Raj administration; functions and responsibilities of Panchayats; implementation of development plans; and financial and administrative procedures.
