Himachal Assembly Has 68 Constituencies: Kuldeep Singh Pathania

Shimla, August 24: Himachal Pradesh Assembly Speaker Kuldeep Singh Pathania interacted with political science students of Himachal Pradesh University during the third day of the Monsoon Session and explained the functioning of the state legislature and the role of the Speaker.

Addressing the students before they watched the Assembly proceedings, Pathania said Himachal Pradesh is divided into 68 Assembly constituencies under the delimitation exercises of 1972 and 2007, comprising seats for the general, Scheduled Caste and Scheduled Tribe categories.

During the interaction, students explained that the Legislative Assembly is a House of elected representatives empowered by the Constitution to make laws. Pathania elaborated on the formation of government, stating that the political party or alliance securing the required majority forms the government, headed by the Chief Minister.

He said the state Council of Ministers can have a maximum of 12 members, including the Chief Minister. The Speaker is elected by the elected members of the Assembly and is responsible for conducting proceedings in an impartial, orderly and rule-based manner.

Pathania explained that the Speaker plays a key constitutional and administrative role in maintaining the dignity and discipline of the House, regulating debates, deciding the conduct of business and allowing members to participate in discussions as per the rules.

Following the interaction, the Speaker invited the students to observe the Assembly proceedings and extended his best wishes to them.
