Guidelines issued for setting up cluster schools in Himachal Pradesh

To improve qualitative education through sharing of resources and holistic activities, the cluster schools will be formed in Himachal Pradesh. Guidelines in this regard have been issued by Education Secretary Rakesh Kanwar on Wednesday.
Directors of Higher Education and Elementary Education will ensure compliance with these guidelines in their respective jurisdictions. Also, Deputy Directors of Higher Education and Elementary Education of the districts will monitor the implementation of these guidelines on a monthly basis and ensure that all schools follow them. The Director of Higher Education will also develop a system to rank and reward the best performing school clusters.
The government believes that there is a lack of convergence between schools located on the same campus and those located nearby, resulting in underutilization or underutilization of available resources. Therefore, after carefully examining the matter, it has been decided that primary, higher and senior secondary schools located on the same campus or nearby (located within a distance of less than 300 meters) and at a distance of 500 meters from each other will be considered as school clusters. Will be known as. There are 1984 government senior secondary, 960 high and 1885 middle schools in the state. The cluster schools declared as per the government guidelines will start functioning with immediate effect.
All government senior secondary, high and middle schools of the state, which have primary schools on the same campus. Also, primary schools located within 500 meters walking distance of the concerned senior secondary, high or middle school are also included in this. The Principal, Headmaster of the cluster schools will act as the head of the school cluster for day-to-day coordination and convergence.
The Deputy Director of Higher and Elementary Education will ensure that the cluster schools start sharing resources immediately. A cluster sharing plan will have to be made before the schools are closed for these school winter holidays, so that the sharing of resources can be done in a meaningful manner from the beginning of the next academic session. Deputy Directors of Elementary and Higher Education will hold a meeting within a week of the issue of these guidelines and resolve local problems, if any. Directors of Higher and Elementary Education will review the progress made by schools in the area of resource sharing and collaboration on a monthly basis and should guide the Cluster Heads to make it more effective.
These cluster schools will function as a model holistic educational institution for all practical purposes. The school heads of the respective primary, middle, high, senior secondary schools will continue to discharge their administrative duties in relation to their institution and will continue to report to their superiors as per the ongoing arrangement. However, the Principal, Head Master, Head Teacher and School Incharge of the school cluster will act as the overall cluster head and monitor the academic and day-to-day administrative activities within the cluster.
Cluster committee will be formed under the chairmanship of principal and head teacher.
There will be a committee called Cluster Committee under the chairmanship of the Principal/Head Teacher of the cluster to steer this initiative. This will include heads of primary/middle high schools in the school cluster. This committee will meet formally at least once a month to review the progress made with regard to sharing of resources and decide on the action plan/future steps to make our cluster one of the best examples of school clusters. The Cluster Committee will assist the School Management Committee (SMC) in preparing the Cluster School Development Plan, Annual Academic Plan, Annual Calendar of Activities in consultation with the SMC. This scheme will be reviewed every year by the committee and appropriate changes will be made as per the need. If the Cluster Head feels comfortable, the active members of the SMC can be included in the Cluster Committee.
Many specific steps will be taken by the cluster schools. The suggested activities will be adopted by all the cluster schools. In this, a common SMC will be formed for the composite school on behalf of the school cluster. There will be a morning assembly for all the students from primary to class 12 in the cluster school. However, the committee will take a decision on morning assembly in schools located between 300 to 500 metres. Students of higher classes can be roped in to guide children of primary and middle classes and joint activities can be organized. All students will be able to use the playground, musical instruments, sports equipment, multipurpose auditorium, activity room, library, reading room, computer lab and other laboratories in the cluster school.
